47th Place W Pavement Preservation Project & 47th Place W LID Retrofit Project
About the Project
The City of Mukilteo has an annual program that we maintain our street’s surfaces with. There are several treatments that the City has tried, including chip seal, slurry seal, and a grind and pave process that is called an overlay. Each system has its own pluses and minuses. 47th Place W sees a lot of heavy truck traffic; in this case an overlay is the best fit for maintenance.
The project is broken down into two separate projects, paving and Low Impact Development (LID – surface water) due to funding sources. We will either have one or two contractors depending on how the bidding process goes. The LID project construction was finished last year and is in its close out phase.
Project Description
This year the City is overlaying 47th Place W from Harbor Pointe Blvd to the North to 47th Avenue W to the South. In addition, 106th Avenue SW between 47th Place W to SR 525 will also be overlaid. The process will include grinding down the top 2” of asphalt and replacing the asphalt.
In addition to the paving the project included the following which was completed last year:
- Bulb outs will be added to the corners at the intersection of 47th and 106th. This will shorten the distance between the corners to reduce the length of the crosswalk.
- A Rapid Rectangular Flashing Beacon (RRFB) crosswalk will be added as a mid-block crossing between the YMCA and the Boys and Girls Club.
- A bike lane will be added to the south bound lane.
- Upgraded ADA ramps.
- New surface water facilities that will reduce sediment and pollutants to Big Gulch.
Public Outreach
Last year, the City held an open house for businesses directly impacted by the projects. Two updated postcards have been sent this year, updating the surrounding area about the renewed construction and noise variance. One for the noticing for night work and the noise variance and one as a general information project notice. In addition to the City’s noticing, the contractor will be providing noticing also.
Night Work
Night Paving (April 21 & 22, 7:00 PM – 6:00 AM):
This activity is weather dependent and may have to shift. In order to pave, dry conditions are needed with surface temperatures above 40 degrees. We have sent out information about the noise variance that the City has obtained on behalf of our contractor. We also have sent out postcards. There will be one last notification to a localized group that will get notifications hung on their doors letting them know of the upcoming paving dates. Please continue to watch the City’s website for updates.
Why night paving?
Paving at night helps maintain access to critical facilities like urgent care and minimizes disruptions in this busy area, which includes commercial businesses, medical services, the YMCA, and the Boys & Girls Club.
During night paving, traffic will be kept moving with the help of flaggers, but driveway access will be blocked for extended periods while the new asphalt cools.
Schedule
- 4/14 - 4/20: Activities will include grinding and isolated pavement repair in preparation for the new asphalt. The grinding is noisy, and those nearby can expect to feel vibration. Traffic will remain open during these activities with the assistance of traffic control staff. A driveway may be blocked for a few minutes while our grinding machine moves past.
- 4/21 - 4/22: Night paving.
- 4/28 - 5/2: This week we’re reinstalling street utilities and plan to stripe the road Friday (weather permitting), with final cleanup, curb painting, and hydroseeding to follow; please avoid parking on the road during striping. Please be patient, drive cautiously, and stay alert to protect our traffic control crew.
