Senior Services of Snohomish County Home Repair Program

The Snohomish County Tenant Accessibility Program (TAP) provides access modification that benefits the special needs population in rental units.  Fair Housing Act requires that a property owner must “permit, at the expense of the special needs person, reasonable modification of existing premises occupied or to be occupied by such person if such modifications may be necessary to afford such person full enjoyment of the premises“. 

Types of Modifications

  • Wheelchair ramps
  • Bathtub to shower conversions to provide access to bathing
  • Grab bars
  • Handheld showers
  • ADA height toilets
  • Toilet seat risers
  • Door widening
  • Handrails along walls or hallways and at stairways

Qualifications

A program participant must:

  • Reside within an eligible Snohomish County area
  • Rent the residence and pay no more than 30% of their monthly household income toward rent and utilities combined (see Table below for maximum income limits)
  • Unit must be occupied by a low to moderate-income tenant
  • Meet the Fair Market Rents limits
  • Must have a landlord tenant relationship
  • Tenant must obtain a signed landlord release for any requested housing accessibility modification
