About the Project
The Harbour Pointe Boulevard SW Widening (HPB SW Widening) Project will construct a shared use path along with landscaping on the south side of Harbour Pointe Boulevard SW (HPB). In addition, the channelization will be reconfigured at the intersection of HPB and Cyrus Way to add left turn phases to all directions of travel to provide for protected and permissive turning movements.
Goals and Benefits
HPB consists of five lanes at the intersection of State Route 525 (SR 525), and narrows to four lanes at the intersection of Cyrus Way. The south side of HPB is unimproved for portions between SR 525 and to the west of Cyrus Way, for an estimated distance of 960 feet, thus creating a gap in the pedestrian/bicycle access route. The level of service (LOS) at the intersections of Cyrus Way and HPB, and SR 525 and HPB is F during peak pm period hours. Boeing employees and freight traffic use this section of HPB to access a light industrial manufacturing center along Cyrus Way and a technology center on Harbour Heights Parkway. Along this section of HPB forty-four accidents have been documented by WSDOT as having occurred within the 2012-2015 period. Safety improvements to mitigate accidents along this section of HPB are the main purpose for this project. Another goal of this project is to create a continuous pedestrian and bike facility on the south side of HPB that will connect to existing pedestrian, bike and transit facilities on SR 525. This project is a high priority for the City because of public safety and congestion relief.
In 2014, the City applied for grant funding from the Transportation Improvement Board for the project, and was awarded the funding in early 2015. In late 2015, the City started Phase I of the HPB SW Widening Project. During Phase I, the City conducted an intersection analysis of HPB and Cyrus Way and considered alternatives. In early 2016, the City started Phase II, final design, which is anticipated to be complete in early 2018. Construction is planned to begin in Summer of 2018.
The total project budget is currently $987,790 of Transportation Improvement Board (TIB) Funds and $659,860 of Local Funds (REET II).
