City Council
The City of Mukilteo incorporated in May 1947 and operates as a non-charter code city with a Mayor-Council form of government. The Mayor and seven City Councilmembers are non-partisan elected officials who serve four-year terms. Municipal elections are held in November in odd-numbered years and terms are staggered so that no more than four positions are up for election every two years.
The Mayor is the Chief Executive Officer, and the official and ceremonial head of the City. The Mayor proposes an Annual Budget to the City Council and presides over all meetings of the City Council. The Mayor cannot vote on ordinances, franchises or licenses, or for payment of any City monies.
The City Council is the legislative body of the City. It enacts laws and regulations, establishes policy direction for the City, establishes tax and fee rates, adopts an Annual Budget, and approves payments of all City monies. The 2021 Council President is Sarah Kneller, and Bob Champion is Council Vice President.

Council meetings are held in the City Hall Council Chamber on the first and third Mondays of each month beginning at 7:00 PM unless posted otherwise. WORKSESSIONS/COUNCIL COMMITTEE MEETINGS
Worksessions may be held as part of a consolidated Council Committee meeting on the 2nd Monday of the month in Council Chambers beginning at 6:00 PM. Council Committee meeting schedules are found on the Extended Agenda here.

Louis Harris
Position No. 1
Next Election: 2021
Louis Harris was appointed to complete the remainder of a four-year term ending December 31, 2021. He holds a Bachelor of Science in Psychology and a Bachelor of Arts in Sociology from Washington State University. Mr. Harris has an extensive background in community advocacy and building. He has served in several county-wide organizations that focus on inclusion, community health, and safety. Louis currently serves as a community member for the Snohomish County Multi-Agency Response Team (SMART) and is committed to the long-term sustainability of our city and region, and is a strong voice for community engagement and civic participation.

Bob Champion
Position No. 2
Next Election: 2021
Council Vice President Bob Champion was elected to four-year terms in 2013 and 2017, and elected as Council Vice President in 2021. He served as Council President from 2015 to 2017. Mr. Champion holds a Bachelor’s Degree in Political Science from the Ohio State University and has worked in aerospace for over 35 years. Councilmember Champion is serving on the National League of Cities Information Technology Steering Committee, helping guide policy issues around these topics. He is also a member of the Association of Washington Cities’ Federal Committee.

Sarah Kneller

Council President Sarah Kneller was elected to council in 2017, and elected as Council President in 2021. Ms. Kneller graduated from Washington State University with a degree in Broadcasting and Production Management and currently works at Valve Corporation and co-owns a production company managing live broadcast needs for professional sports broadcasts around the country.

Richard Emery
Position No. 4
Next Election: 2023
Richard Emery was initially appointed to the City Council in 2008 and elected to four-year terms in 2015 and 2019. In 2020, He was elected Council President. Richard has lived in Mukilteo since 2003, and has has been self-employed in the home construction and remodeling business since 1985.
Richard strongly supports sustainable communities and youth-related issues.

Riaz Khan
Position No. 5
Next Election: 2023
Riaz Khan is a Manufacturing Engineer at the Boeing Company and well known Mukilteo activist. He has more than 20 years of experience in aviation and leadership. He also manages a successful company as a managing director. Currently he’s serving on the YMCA and Kiwanis Club Board of Directors.
He’s also a delegate for Snohomish County Labor Council and Washington State Labor Council. He’s a Boeing union SPEEA Council representative, manages labor relations including negotiations with employee contracts.
Riaz Khan was elected to his first term on the Mukilteo City Council position in November 2019 then he took office on November 27, 2019 after the election was certified.
Khan grew up in San Antonio, Texas. He is a Certified Public Manager, and he received his Master’s degree in Business Administration from Webster University, Saint Louis, Missouri. Khan is married to Ayesha Riaz Khan. Their one daughter graduated from Kamiak High School and is currently attending college pursuing aeronautical business degree. They have two sons who are studying in Mukilteo School District.

Elisabeth Crawford

Elisabeth Crawford was elected to the City Council in 2019. She graduated from the University of Washington and served on the Mukilteo Parks & Arts Commission. She has worked for the Snohomish Health District and currently works at Boeing. She has lived in Mukilteo over nine years.

Joe Marine was elected to the City Council in 2019, after having previously served on the City Council in 1998-2001, and as Mayor from 2007-2013. Mr. Marine is active with several non-profits and works in the insurance industry.
