We define a “Special Event” as any temporary/ongoing activity that occurs on public (or possibly private) property that affects the ordinary use of parks, public streets, right-of-ways, sidewalks, traffic, etc. and/or generates large public participation. Some examples include parades, service projects, road races, photo shoots or large group gatherings in the park or other public place.
