What is the Housing Action Plan (HAP)?

The Housing Action Plan, or HAP, is:Mukilteo Housing Action Plan Project Logo

  • An invitation for a community conversation about housing in Mukilteo. What is working well? What could be made better? What are our priorities for the future?
  • A set of strategic recommendations that describes Mukilteo’s housing needs and how to address these needs in a manner that reflects community values and the housing requirements of the Growth Management Act.
  • An early step to gather data and community input that will save the city time and effort in preparing the upcoming State-mandated major periodic update of the Mukilteo Comprehensive Plan, due in June 2024.

The HAP will help Mukilteo better understand our current and future housing needs and to evaluate what strategies could work well for Mukilteo. The intent of the process is to create a plan based on data and community input.

Project Schedule

The Housing Action Plan process included:

  • Identifying and assessing housing needs and market conditions using the most current data sources;
  • Reviewing past studies and research on housing;
  • Evaluating the success of Mukilteo’s existing adopted housing policies and regulations;
  • Gather information through interviews with community members and stakeholders; and
  • Engaging the public early and often throughout the drafting of the plan.

Mukilteo Housing Action Plan Process: Engage community members to identify and assess housing needs, identify and assess strategies to meet needs, prepare a draft Housing Action Plan, and Review and adopt a Housing Action Plan.

The final Housing Action Plan will include a schedule for completing the recommendations identified during this community process. Any recommended code amendments or changes to long-range plans will go through their own public process with opportunities for input.
